1- I have used in the past a similar product called Downy Wrinkle Releaser, it works the same way, and it does not remove your wrinkles as you’d expect but instead your clothes will become wet from the spray. By the time it dries the number of wrinkles will decrease so if you need to get rid of remaining ones all you have to do is spray more and wait for it to dry. It smells like those laundry detergent products and its Downy a well known brand. Also the spray is sticky so ones applied and after few stretches and rubbing just wash your hands with water.

On DHL’s website I didn’t really find the list of restricted items to Kuwait. so you might be right about that but of what I know that many carriers do not allow liquids except under few condition. Also it depends if your importing or exporting cause some countries may have rules banning certain items that are not in others, which on the site below your going to see how they included Islamic countries restriction list so people from other countries would know.

Now the problem is the shipping cost I don’t think DHL is that cheap, also you may wanna give Sultan Center a try or some other shops around before trying purchasing a product that may be available.
